The Berry Amendment dates back to 1941.  This is a federal mandating the Department of Defense to exclusively procure certain goods, including textiles, that are ENTIRELY manufactured in the United States.  This regulation’s intent is ensuring a dependable DOMESTIC supply chain for critical military items.  The Amendment encompasses both traditional and metalized textiles. Notably, every stage of production from fibers to final processing, must occur in the United States.  This law places significant responsibilities on defense suppliers meeting stringent domestic sourcing and documentation when providing textiles for military applications.

Similarly, the Buy American Act dates back to 1933.  This act promotes the acquisition of domestic products in government procurement endeavors.  While not mandating 100% domestic content, this law requires federal agencies to prioritize  U.S.-made goods over foreign alternatives, fostering domestic manufacturing.  This also allows for a certain level of foreign components as long as the final product undergoes substantial transformation or manufacturing within the U.S.  The textile industry is impacted when textiles are used in government projects, including infrastructure development.
